If a 35% tax on foreign goods, why not also on foreign parts? And foreign workers?

Trump often panders to his supporters by talking big and making threats he has no power to enforce.
The U.S. Constitution (Article 1, section 8) gives Congress the sole authority to regulate foreign trade so Trump can do nothing about tariffs without congressional approval. Time once again for the President-elect to bone up on the constitution, and perhaps ruminate on the separation of powers.
